HAVELSAN\'s border surveillance system solutions have garnered considerable attention from multiple countries due to their ability to meet the requirements for monitoring border areas and identifying security threats. Notably, HAVELSAN is set to make its inaugural export of the Matra product as part of the Romanian Integrated Maritime Surveillance System (SCOMAR) Modernization Project tender.
The contract was formalized at the Border Police Headquarters in Bucharest, Romania, where the General Inspector of the Romanian Border Police, Quaestor Cornel-Laurian Stoica, and HAVELSAN Vice President of Command & Control and Defense Technologies, Savaş Yanık, signed the agreement. The ceremony also saw the participation of Türkiye’s Ambassador to Romania, Özgür Kıvanç Altan.
Under the terms of the contract, HAVELSAN will enhance Romania\'s existing SCOMAR system by integrating the MATRA Coastal Surveillance and Vessel Traffic Management Software. This will involve the replacement of current technology radar, electro-optic systems, and IT hardware with new and advanced components, ensuring seamless functionality during the transition.
The system\'s operations will be managed from the Romanian Coast Guard Command Centre in Constanta, situated on Romania’s Black Sea coast. HAVELSAN aims to deliver the system within 24 months, providing maritime situational awareness to law enforcement by generating a live maritime picture within a 100-nautical-mile area, encompassing Romania’s Black Sea coastline, regional and intermediate areas, and exclusive economic zone.

The MATRA CSS system uses advanced radar technology to detect and track vessels, small boats and other maritime targets in real-time. It uses a combination of remote surveillance and short-range target identification to provide comprehensive coverage of coastal areas. With its high-resolution capabilities and advanced signal processing algorithms, the CSS ensures accurate and reliable detection, even in challenging weather and sea conditions. By integrating with other sensors, such as the Automatic Identification System (AIS) and electro-optical systems, CSS enables operators to gather additional information about detected targets, such as vessel identification, speed and course. This holistic view of maritime activities increases the effectiveness of coastal surveillance and enables timely response to potential security threats or illegal activities.
